WHY ALPHATAURI DOES NOT RESPOND TO CALLS FROM KVYAT ?

The F1 world feed played the audio of Daniil Kvyat requesting a switch to slicks on the formation lap.
It was a remarkable moment during the formation lap of the Hungarian Grand Prix: Daniil Kvyat contacted his engineer because he wanted different tires, but the AlphaTauri rider didn’t get a response. Even when Kvyat asked for confirmation several times, it remained quiet. However, the team had a good reason for that.
Kvyat: ‘Can I make a pit stop and get slicks before we start? Please respond.’ There was no response, so he tried again. ‘Please let me know if I can go in now.’ The team didn’t say anything this time either, so the Russian tried one last time. ‘Kevin Magnussen did go in, can I go in? Please respond.’
But again it stayed silent. Because, if AlphaTauri reacted, the team would be breaking FIA rules. It’s not allowed to have contact with the engineer during the formatting session. Magnussen and his teammate Romain Grosjean did have contact with the engineer of the Haas-team and the two of them were punished with ten seconds of time each. In order to avoid the same time penalty, AlphaTauri decided to ignore Kvyat.
